A lot of friends who want to open U.S. stock accounts, use American credit cards, do Amazon, or have already received a broker’s 1042-S keep asking the same question over and over:

What exactly is this ITIN? Is it reliable?
Today I’ll explain ITIN in plain language.
- What exactly is ITIN?
ITIN = Individual Taxpayer Identification Number (Individual Taxpayer Identification Number)
It is a 9-digit number issued by the U.S. Internal Revenue Service (IRS) to people who are not eligible to apply for an SSN (Social Security Number), but who still need a U.S. tax number to handle federal tax matters.
Simply put: it is the “tax ID card” the U.S. tax system gives to you, the foreigner. The format looks very similar to an SSN (starting with 9), but the nature is completely different.
- What ITIN definitely is not? (Very important)
A lot of people misunderstand this, so remember these points first:
- Not a U.S. ID card
- Not work authorization
- Does not change your immigration status
- Cannot allow you to work legally in the U.S.
- Cannot give you Social Security benefits or the Earned Income Tax Credit
In one sentence: ITIN is a tax number, not U.S. identity. This tax number can bring some financial convenience to you as a foreigner.
- Why do Chinese people usually apply for an ITIN?
The truly common scenarios are mainly these:
- You receive dividends from U.S. stock investments.
The broker withholds 30% of U.S. tax by default, while the China-U.S. tax treaty dividend rate is 10%. You can use Form 1042-S and Form 1040-NR to apply for a tax refund, and at the same time apply for an ITIN.
- You run Amazon U.S. or other businesses with U.S. income.
You need to file Form 1040-NR. When you file your first return, you can apply for an ITIN at the same time.
- You want to apply for a U.S. credit card or certain bank accounts.
With an ITIN, some card issuers and banks will allow you to use it instead of an SSN when applying. After successfully opening the card, you can gradually build U.S. credit history.
- Other situations where you need to report U.S.-source income to the IRS or claim treaty benefits.
Note: opening a bank/securities account or using a card by itself is not a legitimate reason to apply. You must first have a real tax need.
- How do ordinary people apply? (The two most common paths)
Path 1: Apply through a U.S. stock dividend tax refund (best for people already investing in U.S. stocks)
The process is roughly:
- Submit W-8BEN for your U.S. stock account
- Hold dividend-paying stocks/ETFs and receive dividends
- Get Form 1042-S from the broker the following year
- Prepare Form W-7 + Form 1040-NR + Form 1042-S and other materials
- Submit to the IRS, apply to get back the overwithheld tax, and obtain the ITIN at the same time
Path 2: Apply by reporting income from an actual business
For example, after having real sales on Amazon U.S., file business income on Form 1040-NR and attach W-7 to apply for an ITIN.
If it’s a ghost store or there is no real income, I do not recommend forcing an application.
- How to apply: DIY or use a CAA?
There are currently two main ways to handle it.
The advantage of DIY mailing is low cost; the downside is that you need to mail in your original passport (high risk, long time), and if the materials are wrong, they’re easily returned. This method is more suitable for people already in the U.S. or people who are very familiar with the process.
The advantage of finding a CAA (Certifying Acceptance Agent) is that you do not need to mail in your original passport; the CAA verifies it in person, and the document organization is more professional. The downside is that you have to pay a service fee.
For most applicants in China, this is the most stable and also the most recommended method right now.
A CAA is an IRS-authorized Certifying Acceptance Agent that can verify documents and issue certification, so the originals do not need to be mailed out. I suggest checking the latest list of Acceptance Agents on the IRS website first (there is a public list in China).
I used a CAA to handle mine. It was a Taobao seller, and it cost 1000 (if I remember correctly). I have a U.S. company and tax filing needs, so applying was reasonable.
- What materials do you need to prepare?
The three core items:
- Form W-7 (ITIN application form)
- A U.S. federal tax form (usually 1040-NR) or supporting documents for a qualifying exception
- Identity documents (a passport is most commonly used. When using a CAA, the original can be returned on the spot after verification)
Your name and date of birth must match your passport exactly; even one wrong letter can delay things for a long time.
- Cost and timeline
- The IRS itself does not charge a “number issuance fee”; it’s free.
- The main costs come from: CAA service fees, document certification, international shipping, and possible tax filing assistance.
- Processing time: the IRS officially says it’s usually about 7 weeks. During peak season (January 15–April 30) or when applying from overseas, it may take 9–11 weeks. In practice, it often takes longer, and requests for additional documents are very common.
After the number is issued, you will receive a CP565 notice.
- What can you do after getting an ITIN?
- Apply for some U.S. credit cards
- Apply for some checking/savings accounts
- Use a bank account to pay credit cards and receive broker transfers
- Gradually build U.S. credit history
- Make it easier to handle future U.S.-related tax and financial services
Again, let me emphasize: ITIN only gives you the chance to enter the application process. Banks and card issuers will still review your passport, address, income, and other circumstances separately, so it is not guaranteed to be approved.
After I got my ITIN, I immediately applied for a Capital One secured credit card. A so-called secured credit card means that for new users with no credit history, you first deposit $200 as collateral, and the initial limit is very low. I now make small payments from time to time and slowly build it up.
- Quick answers to common questions
Q1: I don’t have U.S. income; I just want to open a credit card. Can I still apply?
A: Officially, no. You must have a real federal tax purpose. Forcing it carries high risk and may be rejected.
Q2: Will getting an ITIN affect my status in China or future immigration?
A: No. ITIN does not change immigration status, and it does not mean you have U.S. residency rights.
Q3: Does ITIN expire?
A: Yes. If it is not used on a tax return for three consecutive years, it may expire and need to be reactivated or re-applied for.
Q4: Can a CAA guarantee that the number will be issued?
A: No. The CAA only verifies and submits the materials; final approval is up to the IRS.
Q5: What if the name is written wrong?
A: It is very troublesome. It needs to be corrected later, and it may take several more months. Be sure to check the form repeatedly.
Q6: I already have a U.S. LLC and EIN. Do I still need an ITIN?
A: Yes. EIN is a company tax number, while ITIN is a personal tax number. They cannot replace each other.
Q7: Can the processing time really be kept to 7 weeks?
A: That is the official reference time, but in reality it is often longer. When applying from overseas + during peak season, it is safer to mentally prepare for around 3 months.
- A few honest final words
ITIN itself is not hard to understand. What is hard is:
- You must have a real tax scenario to support it
- The materials must be extremely accurate
- You have to wait patiently
For people who are already investing in U.S. stocks, or who have actual U.S. business operations, ITIN is a very useful tool. For people who just want to “get a number first and talk later,” I suggest figuring out your real use case first before deciding whether to apply.
